The new regulations also make it clear that enterprises operating express delivery businesses should establish a management system for express waybills and electronic data, properly keep electronic data such as user information, regularly destroy express waybills, and take effective technical means to secure user information.
The new regulations require that the sender to send valuables, should declare in advance; Enterprises operating express delivery business may require the sender to insure the value of valuables. In case of delay, loss, damage or lack of contents of the express, the liability for the insured express shall be determined in accordance with the insurance rules agreed between the express delivery business enterprise and the sender; For uninsured express goods, the liability for compensation shall be determined in accordance with the relevant provisions of civil law. Insurance companies are encouraged to develop liability insurance for express shipment losses, and enterprises operating express delivery businesses are encouraged to take out insurance.
The new regulations also strengthen the operational norms of express shipment handling, requiring enterprises to take effective measures to ensure the safety of express shipments in the operation, requiring "not to land, not to throw pieces" to prevent "brutal operations."
