Four categories of goods have been added to the Egyptian Exporter registration system

It was officially implemented on February 14


On January 15, the Ministry of Trade and Industry of Egypt issued Ministerial Order No. 44 of 2019, adding four categories of products to the list of goods under the exporter registration system stipulated in Ministerial Order No. 43 of 2016, namely:

1, bags (customs code for 4202 item 11, 12, 19, 21, 22, 29 a total of six categories)

2, packaging bags (customs code 48.19,39.23 a total of two categories)

3, shaving, and hair care instruments (hs code is 8212.10, 8212.2010, 8516.31, 8516.32, 9510.20, 9510.30, a total of seven classes)

4, mobile phone (8517.11,8517.12 two categories)

The ministerial order has been implemented since the date of issuance, and since February 14, the Egyptian Customs has been notified to stop the customs clearance of the above four products. As the new regulations of the registration system have not set a buffer period, our exporters have continued to deliver goods until February 13 when the Ethiopian customer paid for the goods, resulting in a large backlog of goods in the customs. It is recommended that relevant Chinese exporters prepare relevant registration materials as soon as possible in accordance with the requirements of Ministerial Decree No. 43 of 2016, and submit registration applications to the General Administration of Import and Export Control of Egypt.


On February 21, Han Bing, General Counselor of the Economic and Commercial Department of the Embassy in Egypt, met with Ismail Jabor, Chairman of the General Administration of Import and Export Control of Egypt, and communicated with him on the relevant situation of Ministerial Decree No. 44.


Han Gongshen said that after the promulgation of the decree, the relevant Chinese enterprises have immediately stopped shipping, and are actively cooperating with the Egyptian side to prepare registration materials. However, because there is no grace period in this law, the goods of some enterprises are overstocked in Hong Kong, which has a great adverse impact on the normal operation of enterprises. We hope that the Ethiopian side will actively consider releasing or conditionally releasing these goods, and speed up the registration and approval process of relevant Chinese enterprises.


Jabor said that decree No. 44 has made it clear that it will be implemented from the date of issuance, so the Egyptian side will release the relevant goods issued by the letter of credit or shipped out of the port before January 15, and the goods issued by the letter of credit or shipped out of the port after January 15 if they need to clear customs, in accordance with Egyptian law, they need to pay a fine equivalent to the goods can also be released. The decree only supplements the grace period established by Ministerial Decree 43 of 2016 and does not require a separate grace period.


For the goods that have been backlog in customs, he offers the following three suggestions:


First, the goods can be re-exported to other countries for sale, if the customs permits, it can also be transferred to the bonded zone in Egypt for storage;


The second is to pay the equivalent fine of the goods in accordance with the Egyptian law, and fulfill the normal procedures such as customs clearance tax can enter the country;


Third, the registration is successful and then the customs clearance of the goods, but must pay the relevant demurrage fees, the expected registration time is 2-3 months.


Regarding registration procedures, Jia said that manufacturers need to prepare relevant materials to submit to the General Administration of Import and Export Control, and need to provide all exporters, manufacturers, origin and other information involved in the goods, and submit to the Ministry of Trade and Industry for approval after the review of the General Administration of Import and Export Control. After successful registration, the relevant exporter and manufacturer permits will be entered into the customs system, customs clearance accordingly.


For the mobile phone products involved in the decree, Jia said that the decree involves more than Chinese manufacturers, there are no mobile phone manufacturers including Chinese manufacturers to submit registration materials to the General Administration, Chairman Jabor will maintain communication with the economic and commercial Office of the embassy, if there are Chinese manufacturers registered, will provide necessary support in the technical review process.

On December 30, 2015, the Egyptian Ministry of Trade and Industry issued new regulations requiring manufacturers of goods exported to Egypt (detailed list attached) to register with the Egyptian General Administration of Import and Export Control (GOEIC). If the manufacturer does not complete the registration, the Egyptian Customs will not release its products. On January 16, 2016, the Egyptian Ministry of Trade and Industry issued Decree No. 43, amending Decree No. 992, issued on December 30, 2015, by adding provisions for the review of registration documents provided by exporters.


This regulation came into effect on March 17, 2016. The list of goods to be registered includes:


Retail dairy products; Retail canned and dried fruit; Retail cooking oil and grease; Chocolate and other cocoa products for retail sale; Sugars; Pasta; Retail juice; Purified water, mineral water and soft drinks; Cosmetics, skin care products, dental care products, deodorants, toiletries, perfumes; Retail soap and soap cleaning products; Ground cover products; Tableware and kitchenware; Bathtub, sink, toilet; Toilet paper, cosmetic paper, diaper; Ceramic tiles; A glass table; Military iron tools; Stoves, fryers, air conditioners, fans, washing machines, stirrers, water heaters and other household appliances; Furniture and office furniture; Bicycles, motorcycles and electric vehicles; Clocks and watches; Household lighting equipment; Children's toys.


That year, after the release of this regulation, the foreign trade group of the Egyptian market was crying.

First, the goods to be registered have a wide range of "hitting areas"; Second, trading companies are not eligible to register, only factories can; Third, according to the feedback of the Chinese enterprises that tried to register later, it is basically impossible to register successfully by themselves, and they will not receive a reply after applying (the success rate will be greater if the local people in Egypt help register).

But after the tuyere passed, many exports to Egypt went out as usual, unaffected by this.

The rule was introduced as an unusual measure to restrict imports at a time when Egypt was facing a severe shortage of foreign currency. Now there are four new categories of products, it is likely that Egypt is doing something again. However, "since February 14, the Egyptian Customs has been notified to stop the customs clearance of the above four products... Our exporter has a large backlog of goods at the customs." What if the Egyptian customer can't clear the goods and just abandon the goods?!
